□ 배경
○ 영국 산업안전보건청(HSE)는 EU REACH 규정에서는 확인되나 아직 영국 REACH 규정에 포함되지 않은 고위험 물질(SVHC)을 도입하려는 노력의 일환으로 REACH 후보 목록에 9가지물질을 추가할 것을 제안함.
○ 이번 제안은 올해 두 번째로 추진되는 영국 후보 목록 추가 조치이며 영국 정부가 자국의 화학물질 규제를 EU와 긴밀하게 일치시키려는 목표의 일환임.
○ 7월 9일 최신 추가 대상 물질에 대한 6주간의 공개 의견수렴을 시작했으며 의견 제출 기한은 8월 20일까지임.
□ 주요내용
○ 추가된 물질은 대부분 잔류성 화학물질의 해당되며 제안된 9가지 물질과 유해성 특성은 다음과 같음.- 1,1'-[ethane-1,2-diylbisoxy]bis[2,4,6-tribromobenzene] (BTBPE): 고잔류성 및 고생물농축성(vPvB)
- reaction mass of triphenylthiophosphate and tertiary butylated phenyl derivatives: 잔류성, 생물농축성 및 독성(PBT)
- oligomerisation and alkylation reaction products of 2-phenylpropene and phenol (OAPP): 고잔류성 및 고생물농축성(vPvB)
- 2-tert-butyl-6-(5-chloro-2H-benzotriazol-2-yl)-4-methylphenol (bumetrizole): 고잔류성 및 고생물농축성(vPvB)
- medium-chain chlorinated paraffins (MCCPs): 잔류성·생물농축성·독성(PBT), 고잔류성 및 고생물농축성(vPvB)
- bis(4-chlorophenyl)sulphone (BCPS): 고잔류성 및 고생물농축성(vPvB)
- 4,4'-[2,2,2-trifluoro-1-(trifluoromethyl)ethylidene]diphenol and its salts: 생식독성
- perfluoroheptanoic acid and its salts: 생식독성 및 인체 건강 및 환경에 대한 동등 수준의 우려
- O,O,O-triphenyl phosphorothioate (TPPT): 잔류성 및 생물농축성·독성(PBT)
○ 제안된 물질에 대해 의견이 제출되지 않을 경우 해당 물질은 후보 목록에 추가될 예정이며 의견이 제출되는 경우 의견수렴 종료일로부터 45일 이내에 해당 물질을 후보 목록에 포함할지
여부를 결정할 예정임.
